How FP-1001 Relates to ASCE 7 and IBC
FP-1001 does not create its own wind-speed map. Instead, its wind-load methodology references ASCE 7 wind maps, the same source building codes use for wind design generally. The IBC references FP-1001-style flagpole design indirectly through its adoption of ASCE 7, rather than naming FP-1001 directly.
In practice this means a manufacturer can compute a wind rating "to FP-1001 methodology," but the design wind speed that actually applies to a given building lot is pulled from ASCE 7 maps and confirmed by the local building official, not fixed by the guide specification itself.
