Per the U.S. Flag Code (4 U.S.C. § 7) and Presidential Proclamation 3044, the U.S. flag is flown at half-staff on the following days each year, plus any date designated by a presidential or gubernatorial proclamation:
To raise the flag to half-staff, first hoist it briskly to the peak, then lower it slowly to the half-staff position. Reverse the process when lowering for the day.
